The Antonio Restrepo Barco Foundation, known as Barco Foundation (Fundacion Barco) is a non-governmental organization with more than 50 years of experience to promote the social development. The Foundation has focused its action on making children and adolescents fall in love with their learning processes; the mission of the Foundation is aimed at promoting the development of sustainable, adaptable and measurable educational models to improve learning in girls, boys, adolescents and youth, through alliances, advocacy in public policy and knowledge management, favoring Colombian rurality. This taking into account that a quality education and relevant to individual and territorial characteristics helps to reduce economic and social inequalities, favoring the construction of peace. The Foundation has had a presence in more than 25 departments of the country, the majority with high impact of the armed conflict and vulnerable communities with actions around school permanence and quality education. These actions have been developed by own resources and in partnership with the Colombian public sector, the business sector, academia, other social organizations, and international cooperation.

Seva Mandir seeks to institutionalise the idea that development and governance is not only to be left to the State and its formal bodies like the legislature and the bureaucracy, but that citizens and their associations should engage separately and jointly with the State. The mission briefly, is to construct the conditions in which citizens of plural backgrounds and perspectives can come together and deliberate on how they can work to benefit and empower the least advantaged in society.
